Brussels continues to take an uncompromising line with Moscow, according to the Financial Times, which reports that the EU has rejected a Russian proposal for a ceasefire in the Black Sea that called for sanctions relief.
The Russian proposal called for the EU to lift restrictions on Russia’s agricultural bank, Rosselkhozbank, to bring about a ceasefire in the region.
The Financial Times reports that the EU’s decision is based on a reluctance to give in to Russian pressure. It sees the sanctions as a crucial tool to pressure Russia to end the war, in which the Black Sea plays a key role.
Russia argues that the sanctions against the Agricultural Bank are hindering its exports of grain and fertilizers, which Moscow says are also creating global food security problems, especially for developing countries that depend on Russian supplies.
However, EU foreign affairs spokesperson Anita Hipper stresses that the EU does not buy the Russian argument.
– The end of the Russian unprovoked and unjustified aggression in Ukraine and unconditional withdrawal of all Russian military forces from the entire territory of Ukraine would be one of the main preconditions to amend or lift sanctions, she told the Financial Times.

Black Sea strategic hub
The Black Sea is a strategic crossroads in the conflict between Russia and Ukraine, with Russian naval forces controlling large parts of the area, affecting both shipping and trade, including the export of Ukrainian grain.
Moscow’s spokesman, Dmitry Peskov, says Russia’s demands are linked to the previous Black Sea agreement of 2022, which secured grain exports from Ukraine. According to Peskov, all promises were fulfilled except those made to the Russian side.
– Of course, this time justice must prevail, and we will continue our work with the Americans, Peskov said according to Russian state television.
Russia withdrew from the Black Sea Treaty in 2023 and has since called for new agreements that include some sanctions relief.
