Sweden invests heavily in air defense missiles

Pål Jonson argues that European countries need to increase their defense investments.

Minister of Defense Pål Jonsson confirms that Sweden is investing SEK 5 billion (€430 million) to acquire more missiles for the Patriot air defense system.

The investment is being made together with several other NATO countries and in total it involves more than 1000 missiles to be produced on European soil.

– It is an experience from the war in Ukraine, that a lot of Patriot missiles are needed as Russia has both ballistic missiles, fighter jets and cruise missiles, says Jonson to Telia-owned TV4.

– The other thing that is new is that the production will take place in Europe, it is good that there are more places where these missiles are produced, he continues.

According to the Minister of Defense, the European defense industry must be strengthened and that Sweden and other NATO countries will spend a total of €5.2 billion on the project.

The US air defense system is already used by the Swedish military, but previously the missiles were manufactured in the United States and then exported to Sweden, which was cumbersome.

We are joining forces with other countries, so we can push down prices and ensure that we get more missiles, says the minister.

More money for the military

Pål Jonsson believes that Europe must increase military armament and that it is “not sustainable” that the United States “accounts for two-thirds of defense investments in the Euro-Atlantic area”.

Sweden currently spends 2.2% of GDP on defense but that figure will rise to 2.4% next year, with further increases expected in the coming years.

Although Jonsson is lyrical about the European Patriot cooperation, critics say the system is far too expensive and relatively old having been launched in the early 1980s.

During the current war, US Patriot systems have also been delivered to Ukraine, and Russia has also managed to destroy several weapons systems of this type on several occasions.

Researchers on Sweden’s NATO accession: “Great irony”

Ulf Kristersson promised the Swedish people that NATO membership would bring great benefits.

When Sweden joined NATO a year ago, the decision was justified on the grounds that we would be safer and more secure in the US-led military pact.

Now the future of the organization seems increasingly uncertain, and it is unclear whether the Americans would really come to Sweden’s rescue if such a need arose.

Isak Svensson, a professor of peace and conflict research at Uppsala University, notes that the NATO Sweden joined last year has already changed significantly.

He points out that the early stages of Donald Trump’s presidency have brought radical changes in the US view of the military alliance and foreign policy in general, and that the US now seems to have a very different attitude towards Russia than under the more hostile Biden administration.

– Sweden entered NATO with expectations of how it was, but now we see how the US is changing. If the US starts to waver, it’s very problematic, he says.

Ulf Kristersson’s government has previously argued that Swedish security would be strengthened by membership of the military pact referring in particular to NATO’s Article 5 and the “security guarantee” whereby all members must help another member state if it is attacked militarily or otherwise.

“Precarious situation”

Although the “security guarantee” has not been officially rejected, many observers are now concerned that it no longer applies in practice in the same way as before, and that Sweden is not at all guaranteed US support if it is attacked.

It is a great irony that Sweden becomes the 32nd member, while the transatlantic link is in a precarious situation, says Magnus Christiansson, a war scientist at the Swedish National Defense University.

Despite the uncertainty, he is still in favor of Swedish NATO membership and believes that Sweden would not have been able to cooperate militarily or receive the same support from the other 31 member states if it was outside the military pact.

A common EU army?

The US has been a dominant power in Europe for many decades both diplomatically and militarily, but Christiansson believes that Sweden and Europe are becoming less dependent on the Americans and are instead finding new ways to cooperate.

In every meeting now, they talk about Europe having to take more responsibility, he says.

What this will mean in practice is not entirely clear, but several European leaders have recently emphasized the importance of building a common European army, arguing that this is necessary if the US reduces its military presence on the continent.

Such an “EU army” would also make it easier to continue to assist Ukraine and continue the war against Russia should the Americans pull out completely.

The Swedish Jas 39 Gripen will be operated by the NATO Combined Air Operations Center in Uedem, Germany.

From April, Swedish Gripen aircraft will be stationed in Poland and participate in NATO’s airspace surveillance operation “Enhanced Air Policing”.

– Through Gripen fighter jets, Sweden contributes both to the protection of NATO’s airspace and to the protection of continued supplies of weapons to Ukraine, says Minister for Foreign Affairs Maria Malmer Stenergard (M).

It involves 6 to 8 Gripen aircraft with associated pilots and service personnel that will be based in Poland between April and June, and the government claims that there are “strong security policy reasons for Swedish participation”.

It is the first time that Swedish fighter jets have participated in airspace surveillance from the territory of another ally. It is also the first time that Swedish fighter aircraft participate abroad in NATO’s enhanced airspace surveillance under NATO’s leadership, says Minister of Defense Pål Jonson (M).

Supporting Ukraine is the Government’s main foreign policy task. The focus is and remains on strengthening Ukraine through military, political and civilian support. With our participation in the air defense operation, we contribute to protecting the supplies and thus ensure that the support to Ukraine arrives, says Fredrik Malm, second vice chairman of the Liberal Party.

Will identify “anomalous air activity”

The centre-right government also wants the Gripen planes to remain in Poland over the summer to help support and coordinate arms deliveries to Ukraine.

By contributing to NATO’s overall deterrence and defense, the air force also strengthens Sweden’s security. It is an important development of our capability and another step for the Air Force to become fully integrated into NATO’s air defense, says Jörgen Axelsson, Chief of Operations of the Air Force.

The Swedish Jas 39 Gripen aircraft will be managed by NATO’s Combined Air Operations Center in Uedem, Germany. NATO’s air policing program, which has existed since the 1960s but was greatly expanded in 2014 following the Russian annexation of Crimea, is essentially a “deterrent” against Russia.

Incident response and airspace surveillance will respond to anomalous air activity in the area of operations. This may involve identifying, meeting and escorting aircraft that do not respond to calls or that move towards the territory of the alliance”, the Swedish Armed Forces write.

Professor: Swedish government must cut dependence on the US

Linus Hagström believes that Sweden should not be controlled or exploited by the United States and that we should terminate the much-criticized DCA.

Linus Hagström, professor of political science at the Swedish National Defense University, has long researched foreign and security policy and was one of the few public voices to argue that the debate leading up to Sweden’s NATO application was one-sided, superficial and at times undemocratic.

Now he notes that the NATO Sweden joined less than a year ago no longer exists, and that the Swedish government must explore the possibility of terminating the much-criticized DCA, which gives the US military access to Swedish territory and Swedish army bases.

The Trump administration’s handling of Ukraine and Gaza, as well as the threats against allies Denmark and Canada, are also evidence of an increasingly aggressive and blunt American imperialism. It is now directed not only against traditional enemies but also against allies and friends”, he writes in the tabloid Aftonbladet.

Hagström argues that the Trump administration is not isolationist, as analysts have often claimed. Instead, it is driven by great power ambitions and directs “its aggression against the forces that are imagined to be obstructing the United States in the hope of thereby realizing the fulfillment of great power a desire that is constantly slipping and can never be fully satisfied”.

He stresses that Sweden chose to join NATO when the organization “appeared most vulnerable” and that those who dared to warn against joining were ridiculed or suspected.

Despite all the talk of realism, not least from Prime Minister Ulf Kristersson, the Swedish NATO decision was characterized by idealism and naivety. The organization that Sweden joined on 7 March 2024 no longer exists in practice”, he writes.

No more American weapons

The professor argues that US foreign policy is becoming increasingly paranoid and manipulative drawing parallels with Russia. He believes it is imperative for the government to set clear boundaries with the great power in the West to ensure we are not controlled and exploited.

After 80 years as a pseudo-allied and later an ally, it will be more difficult to cut the emotional dependence on the US, but Sweden should urgently investigate the possibility of terminating the DCA and resolutely avoid buying more US weapon systems”, he states.

How to act instead in terms of defense policy and which partners Sweden should seek is a more complex issue according to Hagström, who points out that rearmament can often be interpreted as a threat that risks leading to escalation and a “negative spiral of measures and countermeasures”.

“The psychopathology of great power politics”

He points out that even Sweden’s generous support for Ukraine has a limit a point where our own security interest is harmed more than it is gained”.

That limit must be carefully guarded, based on the realization that all security policies are potentially insecure and even dangerous”, he warns.

Hagström hopes that Sweden will be able to “build an alliance on a more genuinely democratic basis” than NATO and “establish an alternative force field in international politics”. However, it is not clear which other countries will be part of this alliance and how it will be structured.

The challenge is to try to change the psychopathology of great power politics in the long term – and at the same time, here and now, as actively as possible, counteract its most acute expressions without risking its own demise”, he concludes.

Swedish NATO force deployed in Latvia

Swedish NATO soldiers land in Riga.

This weekend, around 550 Swedish soldiers arrived in Latvia’s capital Riga to join NATO’s multinational brigade and reinforce the US-led military alliance’s border with Russia.

– Many of us have worked hard and long for this, and now we are finally here, says Battalion Commander and Lieutenant Colonel Henrik Rosdahl, commenting on Sweden’s first ground deployment as a NATO country.

The brigade is one of eight being built up to be stationed along NATO’s eastern border, with the official aim of “contributing to the Alliance’s deterrence and defense and ensuring stability in the region”.

The Swedish contribution to the initiative consists of the 71st battalion, which will be deployed by the Southern Skåne Regiment P 7.

– I feel a great sense of pride in the task of contributing to collective defense together with our allies. It is a historic day, but at the same time our new normal, says Henrik Rosdahl.

Rotating with Denmark

The Swedish battalion’s mission in Latvia will last for about six months… After the six months, the Swedish force will rotate home and be replaced by a Danish force in the next six months. In one year, the next Swedish force will arrive in Latvia again deployed by the Southern Skåne Regiment”, the Swedish Armed Forces wrote in a press release.

Canadian Colonel Cédric Aspirault is leading the international brigade and says the Swedes are “a valuable addition to our combat-ready force”.

Each nation involved contributes directly to the success of the brigade, demonstrating a united alliance and a will to keep the peace, it said.
